Shortstack Milwaukie

  • What began as a single-family residential parcel has been transformed into the first cottage cluster in Clackamas County—a 15-unit for-sale neighborhood in Milwaukie, Oregon, developed by Shortstack Housing, a women-led development team, in partnership with Proud Ground, the local community land trust. These two-story, 960-square-foot homes are priced at approximately $250,000 and reserved for income-qualified households—well below regional home prices—filling a crucial need for stable, attainable homeownership opportunities. Achieving this meaningful price point was made possible through funding from Oregon Housing & Community Services (OHCS), the Housing Authority of Clackamas County, Metro, the City of Milwaukie, and Craft3.

    Designed by WORKS Architecture to balance durability, comfort, and affordability, each home features thoughtfully crafted interiors with luxury vinyl plank flooring, solid-surface countertops, energy-efficient appliances, modern fixtures, and abundant natural light. To advance sustainable and replicable building practices, the project also includes a cross-laminated timber (CLT) cottage serving as a basis of design for future single-family CLT development.

    Located in a walkable and well-connected neighborhood, residents benefit from close proximity to the MAX Line, TriMet bus routes, Water Tower Park, Elk Rock Island Nature Preserve, high-performing schools, and everyday essentials. With downtown Milwaukie less than a mile away, Shortstack Milwaukie delivers a compelling blend of comfort, convenience, and long-term affordability.
